I think it might be because of the charge between international banks. When I lived in Taiwan my bank charged me $5 for every transaction because they had to go through Taiwan's banks to get to me. I think that is the amount they charge to take it fom one country to another.

Where do you live? Depending upon which country you live and what bank you use you may be able to wave the fee. Hope this helps.
